3、地震后彭州市的灾民自建的具体政策是什么啊
加快重建 最高补助2.6万元
补助对象 按照《实施意见》，“5•12”地震后彭州市行政区内，经房屋安全评估为住房灾毁不能居住(灭失、倒塌、严重损坏)的本地正住户口的农村村民，将成为农村灾毁房屋的补助对象。

彭州将充分发挥农村集体经济组织的作用，在政策、措施的引导下，尊重补助对象意愿，由补助对象自主选择重建方式进行住房建设。
原址重建 在符合规划的前提下，补助对象可按原合法取得的宅基地面积重建。同时，必须遵守“不在地质灾害危险区；原址重建占地面积应不大于原合法取得的宅基地面积；补助对象不得在原村集体经济组织内再申请宅基地，且不得享受‘拆院并院’每人8000元的建房补助；原址重建不得在省道、县道路两边夹道建设，不得在统规自建和统规统建安置用地区内建设”等规定。

统规统建 对规划确定的农村新型社区和集中居住点实行统一规划、集中建设。对补助对象自愿选择入住统一建设的安置住房，按照每户人均建筑面积35平方米的标准分配，每户应按政府给予的住房重建补助资金等额缴纳建房费。统规统建实施主体可以是当地政府或农村集体经济组织，也可以引进社会资金按“拆院并院”项目实施。
异地安置 对有创业能力、自愿举家搬迁的补助对象，允许其自愿放弃宅基地异地安居置业，鼓励其到天彭镇、致和镇、蒙阳镇、丽春镇、通济镇居住，补助对象不再申请宅基地。补助对象自愿放弃宅基地的集体建设用地，按市场化配置的原则，由当地政府或“拆院并院”项目实施主体给予一次性货币补偿。在成都市范围内置业安居的，可享受廉租房、经济适用房、限价房等住房保障政策，并享受入户、社保、医疗、就业和子女入学等待遇。

一场席卷全球的金融危机让中国大多数劳动密集型企业遭受到了严重“创伤”，接踵而来的企业倒闭、裁员或放假导致大量外出打工的农民工失业或提前回家，金融风暴吹乱了他们像候鸟一样“东南飞”的迁徙节奏。
对于冬春之交的中国农民工而言，显得格外冷。
据人力资源和社会保障部最新统计，中国1.3亿农民工中，有2000万人因金融危机失业返乡。这一状况，是近十几年来罕见的。
今年，处理好待业农民工的就业问题，已成为今年各级政府的新挑战。农民工求职的“成本”与政府的管理“成本”双增高，都在经历着阵痛。
于是，自上而下都在行动，农民工返乡人数和就业记录数据从农村到省都要定期层层报告到北京；中国官方的研究机构陆续发布关注农民工就业报告；各地方政府开始出钱为农民工集体办班培训，开始为农民工的生存技能着急……。
那么，中国农民工就业问题是否得到解决？各地方政府出台的政策措施能否有效地帮助农民工顺利就业？针对目前情况，《中国经济周刊》记者在牛年春节过后奔赴湖南、重庆、河南、江西、安徽、四川等主要农民工输出地，就农民工就业现状以及各地政府采取的举措进行深入采访、调研。
农民工“返乡潮”
1月28日，即农历大年初三，在被誉为“中国农民工潮头”的安徽省阜阳市火车站，却人流稀疏，比往年同期冷清了不少。在往年的这个时候，正是农民工返回打工地的高峰期，在火车站周边到处是簇拥的人群，拥挤不堪。
今年的这个冬季，对广大农民工来说，或许是从未遭遇过的“寒冬”。由美国引发的“金融海啸”“席卷”了中国珠三角、长三角以及东南沿海经济发达地区的部分外向型企业。由于来自国外的“订单”锐减，这些企业纷纷限产、停产或者外迁、倒闭，带给农民工的是裁员或减薪，使部分农民工黯然失业、提前返乡。
远在万里之遥的“金融危机”，已悄然裹挟、改变了部分中国农民工的命运，使得数以千万计的农民工直接面临“就业危机”。
王正生“提前回家”
2月10日，即农历正月十六，往年在上海“打拼”的王正生，今年却从安徽定远老家赶赴北京。
他是去年在离春节还有40多天的时候，从上海回到安徽老家的。在离开上海之前，他在一家工厂做木工，由于“订单不足”，工厂歇业，他在厂里“休息”了近20多天。眼看工厂复工“遥遥无期”，他只得“提前返乡”。
这些年来，凭借娴熟的木工手艺，王正生每月都有数千元的工资进入“腰包”，在村里率先盖起了两层小楼。每次回家过年，都会受到英雄般的“礼遇”，乡亲们围着他“问长问短”。
而今年，他“悄无声息”地“提前返乡”。在家里，他“足不出户”郁闷了近两个月。直到正月十三，他接到远在北京的一位老同学的电话，邀他到北京的一个建筑工地一同打工。他这才匆忙收拾“行囊”，来到北京。
“今年的这个‘年关’真是难‘熬’啊，现在总算找到工作了。”他告诉《中国经周刊》。尽管劳累一天，面带倦容，他依然难以掩饰内心“找到工作”的欣慰。
其实，像王正生这样遭遇的农民工，全国有数以千万计。自去年秋季以来，受金融危机以及其它因素的综合影响，国内许多企业生产经营“困难重重”，特别是沿海地区。导致就业岗位大幅“缩减”、失业人数迅速增加，外出农民工面临“就业危机”，出现了“返乡潮”。
仅安徽等5个农村劳动力输出大省统计估算，春节期间全国大约有2000多万农民工“提前返乡”。
据安徽省阜阳市有关部门提供给《中国经济周刊》的数据显示，阜阳市因企业关闭、破产，失业返乡的农民工有12.8万人，因企业停产、压产、歇业，暂时放假返乡的农民工有19.9万人。二者合计32.7万人，占外出务工总人数的14.5%。这一数据与全国1.3亿外出打工农民工有2000万失业返乡的统计数据颇为相似。
阜阳有975万人口，是安徽省、乃至全国的人口大市，也是闻名全国的劳务输出大市，是中国五大农民工集散地之一。全市每年外出务工总量达220乣225万人，占全市总人口的20%以上。其农民工的流动情况，在全国颇具有代表性。
2008年12月15日，由中国社会科学院发布的《社会蓝皮书》也称，由美国次贷危机演变成的国际金融危机，对中国的经济社会产生了深刻的影响，其中最为突出的是对就业的影响，大批农民工因企业裁员而返乡的现象，是近十几年来罕见的。
2000万人需要就业
“我工作不固定，有活就干、没活就闲着，就是打短工、干零活。有活干，最多一个月就1000多元钱；没活了，可能一个月一分钱都没有。”在北京东四“东城文化活动中心”建筑工地上，来自河南安阳的农民工未业明告诉《中国经济周刊》。
记者见到他时，他正和一帮老乡“唠嗑”。他说：“今天晚上就在这里‘借宿’了，我明天一大早就要赶往几十里外的上地干活。全靠老乡帮忙，不然我就要‘露宿街头’了。”
未业明是水暖工，前几年工作、收入还相对稳定。今年春节回来以后，发现“形势大变”。由于金融危机影响，一些工地开工不足，至今他也没有找相对固定的工作，更没有稳定的收入。所以，他也不敢租房子住，在哪个工地干活，就找当地的老乡“借宿”。
实际上，未业明是处于“半失业”状态，过着居无定所的“流浪生活”。那么，像未业明这样处于“半失业”或完全失业的农民工有多少呢？
针对目前的农民工就业形势，人力资源和社会保障部与国家统计局、农业部等部门在综合分析有关数据和各方信息的基础上，对今年农民工春节前后的就业形势做出以下初步判断：
从劳动力供给角度分析，由于金融危机等因素影响，今年返乡农民工中因各种原因已离开原工作企业的人数有所增加。考虑到部分返乡农民工暂时失去工作，加上农村部分新成长劳动力，节后需要新就业的农村劳动力在2000万人以上。
从劳动力需求角度分析，一是根据对部分城市企业的调查，今年有64.5%的企业春节后有招工计划，表明经济增长依然具有相当的吸纳就业的能力；二是计划招工的企业数量与去年相比减少了20%，空岗数量减少10%；企业招聘时间普遍有所延后；三是要求新招员工具有高中以上文化程度和中级工以上技能的比重，在历年持续提高的基础上，又分别上升了2个百分点和2.6个百分点；四是一些劳务输出大省结合本地经济发展和项目建设，对就地、就近转移农村劳动力做出安排，正在落实之中。
有关部门综合上述情况分析认为，春节后一段时间内，城市企业对农民工的用工数量有所下降，招工时间推后，技能要求提高，就地就近就业门路有待落实。因此，春节后农民工的就业供求矛盾将比较突出，引导有序流动就业和就地就近安排就业任务繁重。
“我国现在外出农民工数量约为1.3亿人，加上在本地乡镇企业就业的农村劳动力，农民工总数为2亿人左右。”据国务院发展研究中心农村部部长韩俊介绍，目前，农村4.9亿劳动力中，已转入非农产业的约为2亿，在现有生产水平下，农业约需要1.8亿常年劳动力；因此，农村约有1亿多剩余劳动力，多数分布在中西部地区，主要是中年以上的劳动力，并且主要表现为就业不充分，“农村剩余劳动力转移的任务依然艰巨”。
农民工就业“事关全局”
同样来自安徽定远的蒋健夫妇二人都在北京打工，孩子留在安徽交给父母照看。
“我们家种了10余亩地，每年收入只有2万元左右。而我们夫妻两个在外打工每年就可结余2.5万元，占到我们家总收入的大部分。”蒋健向《中国经济周刊》表示，他们现在生活接近“小康”了，一旦失去现在的工作，他们就要回去“过穷日子”了。
据有关专家介绍，20世纪90年代后半期以来，农民收入的增长，主要不是依靠农业收入，而是依靠非农业收入，特别是农民进城的打工收入。仅2002年与1998年相比，农民外出就业的劳务收入增长68.4%，对农民收入增长的贡献率达70%。
“近几年，我每年的收入都在3万元左右，可结余近2万元带回家，是家里的主要收入之一，占我们家里总收入的一半。”王正生告诉《中国经济周刊》，他们村里的青壮年劳力绝大部分都出去打工了，只剩下老弱妇孺“料理庄稼”，大部分家庭的收入就主要靠外出打工。
今年中央“一号文件”指出，坚决防止农民收入徘徊，千方百计促进农民收入持续增长。当前外出农民工回流，使农村就业压力增大。而一旦农民失去了外出务工的收入，想保持农民收入的“持续增长”，决非易事。
2008年，农民人均纯收入达到了4761元，比上年增加621元，扣除物价指数增长了8%，农民收入水平达到了一个新的历史高度。而工资性收入的贡献“功不可没”，依然占据了其中的相当一部分。
而眼下，支撑农民增收的工资性收入面临着较大“麻烦”。受国际金融危机冲击、全球经济增速明显放缓的“拖累”，我国一些企业被迫“关闭或停工、减产”，导致农民工就业困难、工资水平降低，致使农民增收的形势更加严峻。
